![]() Updates to Jury Source List Information CollectedPURSUANT TO SSB 5128 (2023-24) AND RCW 2.36.054Beginning July 1, 2024, Section 4 of SSB 5128 provides the option for an additional method of contacting potential jurors in Washington State, adding electronic jury summons for patrons of Department of Licensing (DOL) and Secretary of State (SOS) who opt-in to providing their email address for the jury source list. Email addresses for patrons of DOL and SOS that do not opt-in, will not be provided. SSB 5128 simply adds an additional method of service for individuals who would prefer an electronic jury summons, it does not increase the odds of being summoned for jury duty. It only adds information to the jury source lists that are already being shared with Washington State courts. BackgroundRCW 2.36.054 currently mandates the DOL and SOS to provide name and mailing address for licensed drivers and registered voters. This information is provided for the purpose of the jury source list that is provided to Washington State courts. Before the data from DOL and SOS is provided to Washington State courts, Washington State Consolidated Technology Services (WaTech) merges the two lists and removes any duplicates. Individuals who are licensed drivers or identicard holders and registered voters are only included once for the jury source list. Further, jury source lists are managed by county, Washington State licensed drivers or identicard holders and registered voters, whose information is up to date, will only be summoned for jury duty in the county in which they reside. RationaleThe goal in diversifying the way we interact with potential jurors is to increase juror response rates and ultimately increase jury diversity. For those that move frequently or do not have reliable mail service, this will allow for summons to be received in a timely manner, giving potential jurors appropriate time to respond.
